The modded APK has a feature called "Free Shopping," so you won’t start with infinite money. You’ve got to go into the in-game shop and buy money or gold packages for free. Just hit up the shop, grab your cash, and then you can buy the Mitsubishi Pajero. If you're still having issues, you might want to check the mod installation or your APK setup.
